Stimulus check for "non-resident alien"?

My friend is in the US with a working visa. He is not a "green card holder" nor a US citizen. He has been in the US continuously for around 4 years, I believe.

Is he considered a "resident" or a "non-resident"? Will he qualify for a stimulus check? (He has been paying taxes since he got to the US)

Update:

Actually, he does have a SSN...

Update 2:

I guess his question is whether the designation of resident or non-resident for the stimulus checks) is based on the USCIS (immigration purposes) or the IRS (tax purposes) definition.

Any one with work visa can be eligible to file resident tax return after meeting Substantial Presence Test. Read http://taxipay.blogspot.com/2008/04/substantial-pr...

If you file resident tax return, you will get stimulus rebate.

If he has a SSN (not an ITN), is not claimed on anyone else's tax return as a dependant, and has at least $3,000 in qualifying income, he should qualify for a stimulus refund.

If he worked and had to pay taxes I would think he gets a stimulus check.
